As you'll all no doubt be well aware, the Conservative Government proposes to introduce a new Right to Buy for tenants in housing association homes. This is like the Right to Acquire but this time the discounts will be much larger. The idea is that the housing associations will be reimbursed for the difference and that the total cost to the public purse would be met by local authorities selling off their expensive homes once they become vacant.
There are still a lot of uncertainties about this plan, including how it will work and whether CLTs with rental properties could be affected (it is still uncertain as to whether it will apply by virtue of the organisation providing the tenancy, or the type of tenancy that the renter has). We do not want to raise the alarm and want to highlight that the Right to Buy only risks affecting CLTs that have rental properties or plan on developing homes for rent.
As a National CLT body the Network will be making a strong case against the Right to Buy applying to CLTs (we are currently getting legal advice) and will be looking to involve all existing and pre-formed CLT organisations.
We are trying to coordinate activity as much as possible to make this an effective campaign. Once we have legal advice and a strong case and know the Right is going to go ahead, we will be taking further action.
